Florida Has No Emissions Test. That Doesn't Mean Anything Goes.
Florida ended mandatory vehicle emissions testing in 2000, and Broward County was one of the six counties where the program ran. No test is required to register or renew.
Two things people get wrong about that.
A loud exhaust is still a ticketable offense. Florida Statute 316.272 requires every vehicle to have an exhaust system in good working order at all times, including muffler, manifold pipe, and tailpipe, specifically to prevent excessive or unusual noise. Muffler cutouts and bypasses are prohibited outright. A violation is a noncriminal traffic infraction. Your rusted-through muffler is not just annoying your neighbors.
Removing emissions equipment is illegal. Florida Statute 316.2935 prohibits dismantling, removing, or rendering ineffective any air pollution control device the manufacturer installed. That includes your catalytic converter. Federal law under the Clean Air Act says the same. We won’t gut a cat or fit a straight pipe in place of one, and any shop that offers to is putting the liability on you.
Because there’s no annual inspection catching problems here, nothing flags a failing exhaust until you hear it, smell it, or fail somewhere else’s test after you move. That makes the inspection your call, not the state’s.
